In the Summer of 2021, the Homeless Action Partnership approved an eligibility and referral process with the County of Santa Cruz Housing Authority for the 263 Emergency Housing Vouchers and 75 Mainstream Vouchers allocated to Santa Cruz County as part of the Federal housing response to the COVID-19 pandemic.

Since Sept. 2021, the County’s Human Services Department – Housing for Health (H4H) Division has processed the Universal Special Program Voucher Referral and Certification forms for the EHV and Mainstream Voucher programs.  As of Feb. 10, 2022, H4H approved more than 450 referrals for these voucher programs.

To ensure that there are sufficient vouchers available for persons whose applications are approved and have secured housing using these vouchers, effective Feb. 28, 2022, H4H will no longer accept new referrals for either the Mainstream or Emergency Housing Vouchers. The Housing Authority will not accept Mainstream or Emergency Housing Voucher applications with a referral signed by H4H after February 28, 2022. Emergency Housing Voucher (EHV) and Mainstream Voucher Program

New COVID-response related Emergency Housing Voucher (EHV) and Mainstream Voucher programs are now available for additional eligible priority groups. The documents below can be used by service providers to develop and submit referrals for eligible participants for these programs.

To increase an applicant’s chances of attaining a voucher, please include documentation of applicable disabling health conditions.
